You can only use keys from retail boxes bought in Germany, buy it on Steam from the German store front or at the German THQ store. Keys from any other country, even the German language version from Austria, can not officially be redeemed in Germany. (You would need a proxy/VPN, which can get your account banned permanently)
You can get SR:TT gifted from all around the world, though, there's no problem with that.

Das ist wohl eher eine Entscheidung vom Publisher THQ, der Jugendschutz und der Schutz vor Raubkopien hätten kein Problem damit, wenn wir wie sonst auch im Ausland einkaufen würden.
