It's my understanding that in the Republic of Korea, Halloween is mostly celebrated in places were there are a lot of foreigners/expats like Itaewon but I could be wrong.

On Belgiums National holiday (21/07) there's a military parade in our capital were Korea veterans stil are marching.
My grandfather passed away but he told me a lot of war stories. He had the most highest of respect for the Korean people and many times he talked about the resilience and bravery of the South Korean soldiers and (student) militia.
