I'm not retarded, I'm aware how the website works. I'm putting restrictions on the giveaway, if they want to take issue with it I wont give away free games. I'm almost certain the person giving away the game has a right to put reasonable restrictions on their giveaways.
Besides, the only people complaining are the people the restriction applies to.

Im not complaining I was just informing you of how the site works. If you want to choose who gets the game there are plenty of other ways and sites you can do it on.
Loads of people set up giveaways on the steam forums and can choose whoever they like to win.
