I think the only problem is that SteamGifts might check if the person has the game in their library in order to fully assert if the person has redeemed the key, and therefore if the redeemed game is not Random Journey, it might not be flagged as a completed giveaway.

This is correct in my understanding. Marking the gift as received if it is not the game named in the giveaway could result in a suspension - I know because I had something similar happen to me some time ago.
