I just used the site steamdb.info. I search a game on their site and scroll down to "Store Prices". My country is US so if I see a red percent above 10% I am not able to gift there. EU is the only country I can not send to (+18.58%).
Your community profile says you are from Spain, so I'm assuming you can mostly giveaway anywhere

Most Latin American countries can be added as welll. Colombia, Peru, Argentina, Brasil, México, Costa Rica and and chile have their own currency, cheaper than the USD store. Ecuador, Panama, Puerto Rico, Venezuela and the rest use the same US store prices afaik.
