Keep in mind some might enter without realizing they own the game, regardless of region. Central/East EU & RU/CIS get a different appID with a separate store page and "PCR" at the end of the name. Users from there can check HERE (appID here, acts like a different game).
You may have one version or the other independently of your region so it's best to check in your library. PCR stands for Polish/Czech/Russian (+ English) language. That version does support the same mods as the main one, albeit with a bit more tinkering.
