DLCs are worth twice as much as game itself and I believe it's okay to steamgifts if You own less than 50% of DLCs but if creator is against anyway, he should put that in description :) But it's nice that You're asking, anyway this game was given away for free, so a lot of entries are for DLCs I believe
I just asked because sometimes people forget to mention if they accept entering just for DLCs or if it´s best the winner doesn´t own anything. Same thing happens with those DLC that people can still enter even though they own the DLC ex. LA Noire DLC and Sniper Ghost Warrior DLC and even game packs like SGW Trilogy that even if you own all of it you can still enter
