That's also the general rule I go with but this case is a bit on the fence because the base game has been given away for free before and the DLCs contain actual playable maps content, not just cosmetics/extra weapons.

Assuming half the people who want the base game for +1 - or normally couldn't afford it - already have it, someone who wants the ~$9 USD historical low worth of DLC( subtracted from the lowest collection price) presumably either has played and liked the game enough to want the extras or has a higher chance of playing the game with the DLCs than the other half of the people who want the +1. It sort of balances out between that plus people who will play but don't have the base game.

That's my thinking for this case but ofc it's all up to each GA creator's preference since they are the ones giving it away.
