Thats a steam-error, not a key-error. There are two things you can do now:

  1. Go to https://help.steampowered.com/en/ . In the search box enter "Pink rage otome". If you see it there, click on it and then on "It's not in my library".
  2. If that does not work, wait 30 minutes then try again to activate the key.
