If it's region locked it's forbidden to share. Are you sure it's region locked? I'm from Poland and I bought Tony Hawk from Amazon and it worked for me.
Actually, not really. For example: Inversion is visible in my Steam Store but keys from Amazon are US Restricted. And otherwise, if a game doesn't show up in your Steam Store page doesn't mean you can't activate it. These are two totally different things. But I think this DLC is not US restricted.

It says so for every digital game on Amazon. So I think it's not really region locked.
