Why? This in my opinion is an unfair practice. I did not choose the title wrongly on purpose, I did not make a mistake either.
This was the title given on the purchase page, same as all the others...and I can post pictures to prove it.
The product was activated without any issues.
There was no way I could know the title was wrong without activating it
If Lootboy mislabeled what their store provides than that is something that you need to take up with them. The winner entered a giveaway for the HMM Starter Pack and that's what they should be receiving. It's not the fault of the winner and by the SG Guidelines the giveaway needs to reflect what is actually being given away, if they don't receive it then they need to mark it as not received. If this wasn't DLC and instead a game it would show up on SGTools as not activated and the winner would mark it as not received but because this is DLC and doesn't show up you think this situation is okay to mark it as received.

Now that you know you did not receive what you purchased, you should contact Lootboy to either give you what you purchased or to refund your money.
As for your giveaway, you are still capable of providing the correct DLC to your winner. If Lootboy refuses to give you the Starter Pack, then buy it from another source and deliver it to your winner. Your winner can then add the Starter Pack to his or her library and mark the giveaway "received."
