Did you get this in the Humble 2k Bundle 2? If so, there're reports that the key is actually for the Director's Cut edition, so the eventual winner would be marked as having unactivated wins for the DLCs. Also, it can't be activated in Germany and Japan.

Yes, this is from the HumbleBundle.As are probably all of the countless other GAs for these titles right now.
According to the forum post https://www.steamgifts.com/discussion/aPUjO/humble-bundle-humble-2k-bundle-2-region-restricted-keys-for-mafia-ii-darkness-ii only Darkness 2 is region locked for Germany (I'm actually doing a region locked GA for this right now). Mafia II is only region locked for Japan buyers.
Regarding the DLCs: How would the winner have unactivated DLCs when the game is coming with more DLCs than the Deluxe version should have?

The Made Man DLC is only available in the Digital Deluxe edition, so that would be the one marked as "not activated".

I see, thanks for the info Mike. When I checked I did not see any mention of this in the opening post on the forums.
And apparently I'm not alone as most of the GAs put up are labeled 'Mafia II: Digital Deluxe Edition - 2016'.
I'm sorry for any inconvenience this may cause.

All the blame should be on Humble, they screwed up on their part.
Although technically, they're supplying a superior product to customers.
They corrected the error as of now, so there won't be any more problems.
