Unfortunetely not only RU/CIS region because Bethasda give RU versions by default to many other countries like Poland and numerous others and there are other languages packed, also RU don't counts in steamgifts value.. (when I was joining sg I experanced that). But I think it will activate in "RU/CIS region" but without localizations/languages.

edit: seems it activate in Poland but not in RU/CIS region even if this the same version.

yes! i totally agree with you that new vegas is a way better game then fallout 4, even with all the left/cut out content from new vegas.
i just wished bethesda would recognize this finally and hand over the franchise back to obsidian, maybe stay the publisher but give the devs the time they need.

with the reworked gamebryo engine F4 uses, it could be a way more polished new fallout....ah yes, the unrealistic dreaming and all.
