I think admint should quit the restriction of 3 giveaways for new users... then new users that not understand how works this site, put 100 instead of 3, and then no need talk about calling out or not.

People are not actually supposed to say that.
But sometimes giveaways appear like the creator does not understand the site (little to no grasp of English) or are deliberately trying to waste people's time.

In this instance a brand new user giving away a $50 game collection is what appears suspicious.

just ignore them.
