Technically the key will activate fine and give the DLCs to the winner. Owning the base game is simply ignored.
You're the GA creator.
You can decide wether people who have the base game can join the GA to get the DLCs but optimally would state it in the description.
That's why I asked.
From the https://www.steamgifts.com/about/guidelines, section "Entering"
Try to refrain from entering giveaways for packages if you already own the majority of the games contained within. The giveaway creator may request a new winner if they believe you own too many of the packaged games.

Ah, apologies, I misunderstood your question. Yes, you can enter for the DLCs. When a game has had a bunch of editions policing who has how much of what would be kind of futile.
