You could also check OP inventory, click on the gift and read:

Not true. What he owns is TS 2015 by the gifts description, since TS 2016 comes with different content. The games have the same app id, but this will activate different in-game content than if it was TS 2016 gift. TS 2016 contains:

Sherman Hill: Cheyenne to Laramie, including Union Pacific Gas Turbine-Electric, ES44AC, SD70M, SD40-2 and SW10 locomotives
Riviera Line: Exeter to Kingswear, including GWR Castle Class, Grange Class, King Class, Hall Class and Pannier Tank locomotives
West Rhine: Cologne to Koblenz, including DB BR 155, BR 146.2, BR 101 and BR 294 locomotives.

Are you sure that those DLCs are included in base game?

The creator selected the base game (app/24010) not the package: https://steamdb.info/sub/78707

The game is technically a package. In this case the base game is basically just the game engine, so you can't buy only the "base game". The TS 2015 came with the content that is in the gift descritpion. The TS 2016 comes with different additional content written above. And since the game was renamed, gift description was probably changed too.
