I have bought a few bundles over the months from Fanatical. To the best of my knowledge, none of the games from the bundles have any sort of regional restrictions.

I have played and completed this game (not on Steam, so it won't show up there). It took me around 20 hours, but I wasn't rushing through it and was spending my time exploring it. You can probably do it much faster. It is still a fun little puzzle platformer. You change the color of the background to make certain objects appear and disappear which is how you solve the puzzles (for example, there might be a yellow block preventing a platform from rising to where you can jump to another place, so you make the background yellow and that block doesn't exist anymore, until you switch the color to anything else then it reappears).
