Can enter for DLC?

I'm actually not sure how that works or if there's anything in the site rules about that. You should check there or try to ask a mod or someone if they can tell you the protocol. If you win I'll clarify that everything's adhering to site etiquette and as long as there's no issues there, I'm fine with it too! Personally I'd rather have someone brand new to the game win the giveaway but if someone's really enthusiastic about the game and wants to win just for the dlc then that's great too! Let me know what you find out

If you allow people to enter or not enter for DLCs only is up to you, doesn't go against any rules. Some people don't care about people entering only for DLCs, other say explicitly that they want the whole bundle to go to someone who doesn't have anything.
If you don't specify if people can enter only for DLCs, the winner is considered valid if the account has half or less of the content of the bundle (in this case base game + 3 DLCs iirc).
Note that there are also DLC-only bundles, and also bundles where the base game is cheaper than the accompanying DLC, so it makes more sense to allow everyone. There are also game-only bundles, with the trilogy and such.
Whenever I make a GA for a bundle I try to remember to specify who can enter, e.g. "you can enter if you don't have more than one game in the bundle of three", or "you can't enter if you have any of the two DLCs".
But ultimately the decision is yours, freely. I've not heard of any case where a mod has interferred with the preferences of the GA maker regarding who can enter for a bundle.

Ah ok thanks a lot that was super informative and helpful! I think I'll take that all into consideration for any future giveaways at my discretion but for this giveaway I think I'll just leave anyone eligible to win especially since I didn't specify anything about it earlier. To be honest I actually forgot that american wilds was an expansion for the original game since when I got it for myself a while back it was bundled similarly to this. The items are distinguished more noticeably on the steam page whereas on humble bundle it just looks like "the definitive edition" or something. It's only surface level and I knew it was DLC but my experience buying & playing it just made me overlook the fact that you could have one or the other.

The site rules say "The gifter decide if he let reroll if someone have something/the majority (in worth or number, as far as i know) from a bundle/special edition", so Lugum questioned in the end if you would allow a winner that have the base game (entering for the DLC's) or if you would reroll that winner.
It's a friendly way and safe time for the you, the support and the winner because no unexpected rerolls needed.

But the ones that question friendly are in the minority too.
In the end still easier with writing "allowed/not allowed/what exactly" as to have the work with the avoidable ammount of X reroll(s).

I've sunk quite a few hours (and flipped trucks) in the original Spintires... that game was fun, but now it's kinda broken and I don't think it's going to be worked on ever again. I'd like to see how MudRunner compares.
