Thanks. Reason why I'm asking is that you as the giveaway creator can request new winner if user have base game or most of the package.

In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner.
Thank you for sending part of the FAQ. I did not read that part. In the Future, i will try to only Gift Games including DLC to people that do not own the Base game. In think gifting someone a game plus DLC rather than just the DLC to a game they already own makes me more happy.
Also one more thing if haven't noticed already. Due to limitations in public Steam API, users on this site can enter DLC giveaways even if they already own that particular DLC. If you ever create giveawa for DLC, before sending code/key to the winner, you can add him and when user accept invitation you can check on DLC store page if winner already have it in library.

I think it´s the game + DLCs. You can´t win just the DLC.

They can enter if they own the base game and claim the key just to get the dlc's
