This is one of those collections that SteamGifts' filters will not catch, thus I see it despite owning the entire franchise. I own it, as pictured below. It genuinely is just one of those things that the filter doesn't catch, there are a few others as well (the Far Cry franchise pack, for instance), but this was the first time I've seen F.E.A.R. in recent memory.
I didn't realise these were available as a collection. I used to own the first one, but that was a long time ago, and pre-steam . Hope it's OK for me to still enter (I don't own it anymore)

Are you sure you aren't missing the FEAR 2 Reborn DLC that is part of the collection?
