All of the paid DLC-s got put into 2 DLC packs at the Store, so it's more simple for the new ppl to buy these 2 packs instead of the multiple separate DLC-s, that's why those are not for sale any more.
Might be worth double checking the winner to see if they have the base game. Seems like a glitch on steam's end not requiring the base game for this dlc.
Checked a bunch of those currently entered... all seem to have it (17 approx checked), so dunno, might just be me the odd one out o.O I haven't entered anyway.
