Yeah, correct. If you are, like me, in a region that you can't buy it - but you can activate it. I've tested that with Prey (while it was still available) and Dark Messiah of Might and Magic.

I'm in Argentina and I couldn't even see the store page nor check if it's or nor regionlocked.
There have been games you coudln't buy but if gifted you could activate.
Oops missed a "but". There are entirely region locked games, yes. but Bulletstorm can be activated, at least to best of my knowledge, just like Prey, Dark Messiah of Might and Magic or any similar game if you get it gifted or have a Steam key.

Don't own CS Go so I can't rate it up, but I like it. As jacobjub said, you should add lighting and sheen so that the colors come out more.
