I still sometimes find it hard to believe that people spend money and buy games just to gift them to random strangers. Nice people over here. Very nice.

You can. If you have "Hide giveaways for DLC if you're missing the base game?" set as "No" in the settings menu.

Its more like you cant enter because button will say "missing base game"
The real problem are ppl that own this dlc and still enter for some reason...

The problem is that I cannot create a giveaway for base game (was it free at some point? I don't think so). I could only create giveaways for DLCs.
