The game is not free. The version given away is only valid until launch, after which it'll be removed from Steam account. If this guy legit bought the game, there's nothing wrong with giving it away.

I don't. That's why I wrote "if" he bought it, not that he did. My point was that Savage Resurrection was never really given away, except for a version that expires, which doesn't count. Therefore giving this game away is not against the rules. You don't know whether this guy bought the game or not and that's why you shouldn't accuse him of breaking site rules.
