Earlier someone arranged it with the mods, that the winner have to show an invoice of the cable to get the game, you could do that too.

It wouldn't seem right to expect them to have the cable before they know if they've even won the game or not, especially as the cable is quite pricy, and can take some time to order in some countries where it needs to be imported.
Also, a search suggests that it is possible to play without the official cable, though for some it might be more hassle than it's worth.

Of course, that's a reasonable thing to want, just saying that implementing further rules on it without some thought runs the risk of shutting out some legitimate winners and isn't guaranteed to shut out others.

Just a photo with the guitar and a handwritten note having the SG username is more than enough to prove that you're eligible for this win. It's easier and cheaper to "fix" the lack of the cable rather not having a guitar in the first place...
