SteamDB says the base game is not available in Germany (if I'm reading it right).
I know that the developer's website (Running With Scissors) sells Steam keys for $2 that can be activated in Germany, so if the winner is German and can't accept the gift, this would be an option.
Does this not have region restrictions for Germany?

What I've been reading is that as long as it's a gift bought as ROW in my country, even in germany can be redeemed and Played.
Don't know if that works that way but I'll see
