Is it ok to enter for the dlc as I own the base game?

The SteamGifts FAQ states that "We ask users not to enter giveaways for packages if they already own the majority of the games", and I'd say that would apply in this case; it would be wasteful for someone not to make best use of the collection (it's a bit different when the DLC can't be split from the base game and isn't easy to obtain, or the DLC combined is of significantly greater value than the base game).
Obviously, the point is moot since you didn't win, and I like to allow for everyone's circumstances, so if you had won I'd probably have asked you if you really really wanted the DLC enough not to let someone else get the complete package.
