I probably wouldn't enter if I had the base game already, just because it would be more value for somebody who doesn't.

Since you stated you're not too familiar with it, I thought I'd note that the game has been bundled and free about a full dozen times now, and just the Modern Times DLC alone basically doubles the game content, and the remaining 10 DLCs probably double it again.
So I'm not at all arguing your perspective in it being more favorable to give to someone who doesn't own any of the content, but I will state that the additional value for someone who doesn't have the base game may not be as significant a difference as you'd expect.

Plus side, if you restrict it to only people who don't have the base game, it'll save you having to add people on Steam to check if they own any of the DLCs, as you'll know they don't own any of the content. Though if you take that approach, you may still wanna put in a reroll ticket no matter what, just to get SG staff to check against the user's sync data, to see if they removed the base game from their library at any point.
