This one's tough for me, so I'll solve it by overthinking. I love the world under the ocean, but I wouldn't be able to get far enough down to explore it, because the water pressure would crush me to death. Flying has the opposite problem, but only if you go high enough; I could still fly to work, and not have to worry about traffic or following roads. For how far I could go underwater, I could go almost as far just holding my breath and diving down, so I'd choose flying.

Fly through the air definitely, but the government would probably have something to say about that

I'd go for flying since you'd still need a load of equipment to go deep underwater but for flying you could just do it whenever

Definitely flying. There are too many dangers in the water (sharks, jellyfishes,...) and flying would help me to avoid traffic jams. :-)

Flying because I could just see so much more in the air.

The question is how fast do you fly. If you fly super slowly whats the point. Also breathing underwater is just useless why would you need tot be a fish without the fast swimming.
