I don't know much about region restrictions, I also don't know which country you are in.

Looking at SteamDB - https://steamdb.info/app/437570/subs/ it doesn't looks like there are different packages for regions, but again I don't know much about region restrictions.

If you know you won't be able to activate it, then you probably shouldn't join. Support has not allowed re-rolls for me when a game was restricted and a restricted area user won the game (even when they were specifically asked not to join).

You can join and take the chance if you want, if you win and can't activate I would have to request this to be deleted I guess
