Some DLCs will show in the user's game list but not always. For example, I have all 46 of the DLC's for Borderlands 2 - only some of the primary ones appear. Adding the user to your Steam friend's list makes sense... then you would go to the game's DLC in the store and it will show whether or not it is activated with the base game.
