Thanks for the chance! I've got gifts from Ukraine and Kazakhstan, there were no problems (despite you can't buy and gift anything from Russia). And since this particular game have almost the same prices in most CIS countries — there most likely will be no problems.
FYI, via SteamDB you can see which regions you can gift to. You can gift to any region that is no more than 10% more expensive than your region.
In this example you can see Colombia is ok (8%), but Qatar is not (11%).
