You should be able to receive it, but I would suggest letting those most interested in the core game enter before you try to win it solely for the included DLC.
I am not completely sure how that works. But on the other hand I do have FO3 and FO3:GOTY (turned out to be cheaper to buy it again). It did not upgrade my version I had on steam, but instead I have 2 separate games. So if I had to take a guess, I would say it is possible.
