From what the steam page says, no. Got the key from Humble Bundle, no region lock mentioned on that page either. So you should be good.

You mean this? https://www.steamgifts.com/giveaway/Z2fEJ/dead-rising-2-off-the-record the giveaway is set correctly. Off the record is the one that has a region lock on it, not the original game.

I thought the new bundle only had Off the Record which is what I keep thinking people are giving away. I honestly have no idea what it has anymore since I see both giveaways for DR2 and DR2 Off The Record
https://www.humblebundle.com/capcom-rising-bundle (it only shows Off the Record in T2) and I thought DR2 was a different game from Off the Record but I really do not know.
