This is a general suggestion, as long as it is made aware in the description that there is a region lock and who Can(not) activate, it is perfectly ok. If it wasn't, then it wouldn't even be listed, just like games given away for free.
There's no part of the rule that says "it's okay to give region-locked gifts if you put it in the description." There is no way for Steam Gifts to know a key is a region locked and block it in the first place.
That said, it seems like all copies of this game are region-locked like this, so it's probably okay.
Well it's just like that: If someone lives in any of those countries, he can still enter this giveaway and if he wins you are obliged to give him the game. If you don't or the person can't activate it on his account, it's your fault and you will receive a "Not received" mark.
I don't want to justify the creator, but region restrictions have been activated by Steam after the rules were published and as far as i can remember there hasn't been any specification about this related to the rules, from my point of view it regards the older situation for games bought outside Steam, i would be glad to be disproved in case the rules also works for this case
