Since your Steam account region doesn't match your Steamgifts account region, you should open a ticket to have it changed in order to avoid future situations like this.
Sadly there is no dedicated ticket category, so you can use Category "Other" and put a title like "Region change". In this ticket (NOT here), you should provide proof showing your current steam region in English from your Steam account page
