Not to mention, a giveaway of a game, stated as a DLC for said game. So, he makes damn sure that only people who HAVE this game already, can enter the giveaway.
So, let's see what your plan is. Give away the base game under the guise of the DLC. But, only people who already own the base game can enter a giveaway for the DLC. Obviously the winner will already own it and the key will not work for them. Anybody entering for the DLC will not get it, and instead get a fun message from the Steam client saying product already owned.
They get nothing they didn't already have, and you likely get a negative mark or worse here.
I would recommend that you delete the GA OP, it is really not worth the ban hammer over the possibility of level boost. all it will lose you is a GA slot. If you really want to get rid of it, make an itstoohard puzzle and post on the forum.
Next time if you don't know why you can't make a giveaway, ask about it on forums. This way you're only making people extra work, even though you want to give away a game :\ Too many people farming free keys and trying to give away for profit (CV), this is why the limitations.

Games that were free are removed from the list to stop people doing giveaways and exploiting them. Dino D-Day is one of those games.
