It could be because you don't have Ardennes Assault, I think this is the campaign DLC and not the country pack.
it says this on the steam page:
This content requires the base game Company of Heroes 2 - Ardennes Assault on Steam in order to play.

good point, but nope, I've got the base game

it's just a SG bug I guess, Shogun 2 DLCs were/are bugged as well

there are also 0 entries XD

Bugs like these are usually due to something wrong with the game listing on Steam.
