I used the emails that were provided by SG :\ I'm hoping it's just a problem/delay with Steam. I can assure you all that I did send them... I'll provide screen shots of my inventory privately and add people individually if I have to.

When I look at it in my inventory it doesn't show anything about locked regions.

On the other hand, none of the other winners have marked it as received yet.
It could just be steam's overloaded? :\ It took awhile before steam even reflected that I had sent it (and showed the corresponding email address)
