From what I know, that Battle DLC adds some minor additions that were included with the GC version (as that version was effectively a director's cut.) It adds new characters to the Vs. mode along with more stages, and an additional Chao minigame according to the steam store page.

The additions to Sonic Adventure 2 that Battle adds may be different form the Gamecube version on the PC. But as I understand it, it does a reasonable amount more than just multiplayer additions, and is generally more polished than the base game.
