Sadly not programmatically, due to the misfunction in the steam API. This happens for every DLC and every bundle / package containing several steam products like complete packs or deluxe editions. Single game and movie products are handled correctly.
Here is what I do:
Whenever I see a DLC or pack giveaway I follow the link to the steam site (You have to be logged in on the steam site for that ofc). There it is displayed correctly if you already own it or not. If I already own it I use the steamgifts function to hide all giveaways of this product.

Not much to do on the GA creator's end, but entrants actually can be notified immediately if they already own a dlc, without having to check the store page or their client library: The sg++ script automatically checks for dlc ownership if you're logged into steam community in the same browser you're using sg in. It'll then update the "enter" box to instead read "already owned".

I'm not sure if support will grant you a reroll if somebody who wins won't pass your rules. Only if you were using SG tools for private GA that would be valid :) In case of public GA - reroll would be granted only if winner wasn't punished for this before.
But thats just my point of view :) Lets hope that you wouldnt have a reason to ask for a re-roll :)
