No, not everything is fine.
The creator is doing you a favour here asking if you are ok with the giveaway being deleted: If you win a giveaway you are required to activate it on your account. If you fail to do so but still mark the giveaway as received, you are risking to be suspended!

So, either you agree with their request for the giveaway being deleted or you activate the key that you have received on your account. You also could change your feedback to not received and give them the key back (as in not using it elsewhere since you cannot activate it in Russia). Or you do neither and get suspended.
