Nope. Usually, the site takes care of not letting people join for things they own. But DLCs and complete packs are iffy with that most of the time since they don't show up with their steam ID on your game list, basically.

You can add it to your cart and do a mock up gift purchase. When it asks you who to send it to, it'll show you if the winner already owns it or not.
