It depends on giveaway creator - if you will state that people cannot enter for dlc's and it will turn out that the winner already has the base game it is valid ground for a reroll. Afaik you don't even have to state it (but it's always better to say it to avoid endless rerolls - it's less work both for you and for support).

Unfair is buying it twice (the second time with DLCs) and it still being cheaper to buy the GOTY to get the DLCs.
Gearbox's shitty DLC practices (and my inadequate research skills and impetuous second key activation) are something entirely separate from your giveaway preferences, however- always go with whatever you feel comfortable with. As noted, so long as they own any part of the bundle, you almost always can get a reroll if you wish for one.
