The game isn't banned. It's delisted. That happens when the publisher does something Steam doesn't like. Keys still work.

What's the difference? I have seen games removed from sale, usually because of licensing issues, but the store page stays up.
I have seen the store page removed, because the dev/pub removed it, which is rare. I have also seen a dev/pub have all their games delisted by Steam.
I can't say I've ever seen anything actually banned or removed where Steam takes games away from people, or prevents keys from being activated. I have seen devs revoke keys, but never Steam.

Well, from what I understand, "banned" is more like "delisted" + "profile feature limited", and it's usually implemented by Steam because of violating Steam terms such as manipulating user reviews.
For example, a Chinese pub "BD Games" was banned by Steam in June 14, like you said you've seen it too.

And I believe banned=delisted+limited, so that Steam won't take the game away or revoke keys because it's owner's property.
