does this mean that I from the EU cant activate it?
I'm not so sure, most Deep silver games have restriction in Amazon and only can be activated in America, I think Last Light is one of them unless the Complete Edition would be free in a similar case to Civilization V/Civilization V gold.

No. That note is one very digital download on Amazon, stating that you need US billing address to order from them.

Some games on Amazon are region locked.
Metro Last Light is one of them.
