Why are so many users violating the site's rules right now?

Because nothing negative seems to come of it. They regift it, get some CV, a few people raise a fuss for a time in their likely short giveaway should someone notice it, but as they seem to not be permanently negatively affected by the act, if negatively affected at all, while do seem to keep the CV, they view it as being worth doing. I've reported others doing this, but they all still have active accounts, and the CV from regifted giveaways. Makes me feel like we're the morons for following the rules, and wasting our time reporting violators. Rules, without enforcement, are just meaningless words.
From a quick look this person has done this at least six times before, but I'm sure it's more than that.

Should be, but there's others where the only games they have given away, were the ones they've won, in at least one case their win, and giveaway list were identical, with none being activated on Steam. All they seem to get is a two week suspension, and that's only if enough notice it, but as they keep the CV, they seem to think it's worth it. Unless those in charge start tossing out bans for this, not just the odd two week suspension, we can expect more of this to go on.
What may help is some degree of automation where they compare your marked received win list, to games on Steam during a sync, at least for those they can check (DLC, GotY packs, and such don't seem to show up properly). I'd have thought that was the whole point of the mandatory account sync, but when we keep seeing this going on, it clearly isn't being done. When they have to rely on user reports, you can expect most to not be noticed, and support gets swamped in user reports as well.

Worst offender I know of, but only warrants a suspension, not a ban, and keeps the CV, wonderful. Makes these suspensions seem to be just the price for getting easy CV. Then most of the regifted giveaways I looked at seemed to show that no one noticed, so it seems like so long as you don't use obvious games that would raise red flags, like ones that never seem given away, then are given away twice in short order, or from mass giveaways, you'd slip under the radar.

Indeed. I've got a dozen reports for users regifting/not activating won gifts and they're all sitting there with some up to a month+ without any action on the support ticket. Considering almost all (if not all) of those giveaways were for a duration of a couple hours at most, I'm beginning to question whether I should even bother going through the trouble of reporting users anymore.

Well he/she is a level four in part because he/she regifts. They seem to keep the CV, even if they get a suspension, but usually no one notices. There's others in the same boat, where the only games they've given away, were ones they've won, and have a level of about two, or higher.
