I'm seeing that bigger price tags at low levels aren't something that happens here (probably because of bots), but that made me feel a little disappointed as a new member. Hopefully I can change that up every now and then.

Yes. If you don't have gas at level 6, you won't be able to fuel the escape pod when the bots swarm over you and it's needed.
A quick way to get gas at level 6 is to gorge on the free level 5 burritos and chimichangas. Just be careful of anyone with a Deadpool avatar, as they'll blast you away if you get in the way of the burritos they've claimed for themselves.

I think the best way to giveaway games is as group only giveaways such as Playing Appreciated.
So bots have no chance and anyone who is willing to play games can get games irrespective of their ability to give games back.

The only reason I'm not part of Playing Appreciated is because of step two (play a game you won, or host a group giveaway immediately), since my leftover keys were already in a public GA, and I hadn't made this purchase yet. I still have a couple of dollars left though, so I could do a small GA for the group.

Levels are not a good measurement of generosity since people can giveaway bundled games and farm CV.
There's a lot difference between someone like SigmaSeed giving a 45 dollar unbundled game and someone giving 5 copies of Dollar Viva Bundle aka 5 dollars to level 5. While the latter earning more CV(62.9565) than SigmaSeed(45), tell me who is more generous?
According to your theory that good giveaways should be level 6+, doesn't it mean that SigmaSeed is yet not generous enough to win a good game?
I think steamgifts is not about give games to get games. Steamtrades is there for that where you can trade unwanted games from bundles to get games you like. Or you can save the money used to buy bundle trash and buy some good games from the savings. Well, that's the real shortcut to get good games than entering to a raffle hoping the RNG will be in your favor.

yeah its a big problem with games that include dlc. i had borderlands 1 goty yet i was still allowed to enter that. so yeah be careful from now on if a dlc included game

The Steam API doesn't properly send out DLC ownership information to SG, so not only are DLCs not properly recognized as being owned, but any package including DLCs is not properly recognized as being owned. In short, expect this issue to be consistent for any "complete edition" of a game.

Just a heads up, it is completely within the rules to omit winners that already own the base game (in this case Just Cause 3). Since you already warned people in advance and considering the original game is fairly expensive (is only bundled because of a price error) I think it's quite reasonable.
However, I don't think that you should change the rules just because you found out that SG doesn't detect DLC. You are fully able to check your winners for the DLC manually and no winners would have any interest in winning a DLC on purpose that they already own (what are they going to do, resell it? That'll give them an obvious suspension).
According to the rules you are still allowed to reroll anytime as long as the winner owns the base game, I just think it's not very fair if you change the reason for your decision halfway through.

I feel like it was more of a clarification than a change, as I, and potential participants, didn't or may not have know about that quirk. Regardless of my opinion, I understand what you're saying and agree that I should have looked into that prior to making the giveaway. Thank you for your insight.

you can reroll people for owning anything in a pack you give away. in this case if the winner owns the base game, you can reroll.

Do note that it's a very rude sort of entrapment to not note that [except where it should be obvious, like with someone wanting to join on a $40 game just for a $2 DLC (something I've seen happen all too often) ]. Also, in the past it's been my observation that staff has only allowed deletions on such giveaways, rather than rerolls, due to the likelihood of getting another winner who doesn't meet criteria.
