Your GA is for a package with 4 DLCs. If the key is coming from the current Fanatil bundle, then it's most likely activating just the base game https://store.steampowered.com/app/24010/Train_Simulator_Classic/.

The base game is never sold on it's own, Aydaylin and the fanatical base game key, does actually include those four DLC add-ons
