If the game was already on your account, how can you tell that the key is already in use?
Steam doesn't tell you if a key is valid or not when you already own the game.

As clearly stated in the Guidelines
Activating a game you won on a different account than this one is an offence that carry a 5 days suspension. I will not be suspending you today due to the fact that you didn't actually get the game, however a note has been added to your file and we will not be so lenient in case of a future infraction.
